EMR systems shall implement HL7 FHIR standards to enable secure and standardized exchange of health information with national digital health platforms and other approved health information systems, supporting an integrated digital health environment.

Security

EMR systems shall implement Role-Based Access controls to ensure users access only the information necessary for their responsibilities, safeguarding patient privacy and complying with national information security and data protection requirements.

Audit

Reporting

EMR systems shall support standardized reporting requirements and enable timely submission of health data to national information systems, improving evidence-based planning, policy development, and health system performance monitoring.

Payments

EMR systems shall support integration with approved digital payment platforms to facilitate secure electronic billing, payment confirmation, and financial reconciliation, contributing to efficient and transparent healthcare financing.

Backup & Recovery

EMR systems shall implement secure backup and disaster recovery mechanisms to ensure the integrity, availability, and continuity of health information in the event of system failures or other disruptions.

Certification & Compliance

Prior to deployment and throughout its operational lifecycle, every EMR shall undergo a compliance assessment conducted by the Ministry of Health or its designated authority to verify adherence to the National EMR Minimum Standards. Only certified EMR systems may be implemented or continue operating within health facilities in Rwanda.

Insurance

EMR systems shall integrate with the national health insurance platform to streamline patient eligibility verification, electronic claims processing, and reimbursement, reducing administrative burden while improving service delivery.

Pharmacy

Electronic prescribing shall utilize medicines listed in the National Product Catalogue (NPC), promoting standardized prescribing practices, medication safety, inventory consistency, and national pharmaceutical governance.

Laboratory

Laboratory orders and results shall use the LOINC standard to promote consistent terminology, interoperability, and seamless exchange of laboratory information across Rwanda's digital health ecosystem.

Diagnosis Coding

EMR systems shall implement the International Classification of Diseases (ICD-11) to standardize diagnosis recording, improve the quality of clinical data, strengthen disease surveillance, and support national and international health reporting.

Clinical Documentation

Patient Registration

To support accurate patient identification and a unified digital health record, EMR systems shall integrate with the National Identification Agency (NIDA) for identity verification and the use of unique patient identifiers where applicable. This strengthens continuity of care and reduces duplicate patient records across the health system.
