Dr. Parfait UWALIRAYE (Director General of Planning, Health Financing and Information System in the Ministry of Health, Rwanda)

Dr. Parfait Uwaliraye serves currently as the Director General of Planning, Health Financing and Information System in the Ministry of Health in Rwanda since November 2012. He leads the Ministry's work in Planning, Monitoring & Evaluation, Health Financing, Partners' Coordination and Health Information Systems through Policy Development, Advocacy, Research and Resources Mobilization. Dr. Parfait Uwaliraye is qualified as a medical doctor with a Masters degree in Public Health. He worked as a Research Assistant, a District Medical Officer and the Director of a rural hospital prior to join the Ministry. He has a particular focus on Health Policy & Planning, Health Financing, Private Sector Engagement, Global Health and Health workforce development. He chairs several technical comitees at the Ministry level such as:
  • The Planning, Health Financing and Information System Technical Working Group (TWG) with the mandate of coordinating all activities in the area of Planning, Health Financing and Information System including the Private Sector Engagement Technical Committee in the health Sector
  • The Private Sector Engagement Technical Working Group which technically coordinate the dialogue between key stakeholders in the public and private sectors and to discuss opportunities and challenges to increase private sector engagement in health
  • The National Health Research Committee which is the national regulatory authority with a mandate to ensure that research activities involving human subjects are in compliance with the regulations of the Health Sector in order to protect the safety of all the participants involved and to assist clinicians, researchers and scientists to be familiar with the required alignment with guiding principles of the National Health Research Policy and the current minimum requirements for authorization to conduct research in Rwanda.
  • The National Accreditation Steering Committee which coordinates all stakeholders involved in Health Facilities Accreditation in order to create a sustainable process for implementing and measuring achievement of standards that lead to the improvement of quality of healthcare services at all levels of health facilities in Rwanda.
  • Research and Knowledge Technical Working Group (TWG) that coordinates all the sector analytical works/studies and promotes research that informs decisions and to support “knowledge into practice” processes, skills sharing and peer learning initiatives across the sector.

He also sits in various advisory boards and committees such as:

  • Boards of Directors of University Teaching Hospitals
  • East African Health and Scientific Committee
  • National Demographic Health Survey (DHS) National Steering Committee
  • Field Epidemiology and Laboratory Training Program (FELTP) Steering Committee
